City of San Diego Poised to Enter the Energy Business, While Labor Pushes for Union-Only Projects in Direct Conflict with Proposition A

With energy prices skyrocketing throughout California, local governments are turning to a new program that permits them to purchase and/or generate electricity for residents and businesses located within their jurisdictional boundaries. The program is called Community Choice Aggregation (CCA), and it will offer customers a choice of a non-utility electricity supplier, and at the same time allow for procurement of renewable energy at a reasonable cost. Today, the San Diego City Council will vote to pursue a CCA through a regionally-formed Joint Powers Authority (JPA).
